Democracy

An open and pluralistic society that promotes human dignity and equal access to opportunities, one which fosters the development of individual initiatives while contemplating the benefit of society as a whole, is a prerequisite for the exercise of democracy in a social framework where liberty, responsibility, equality, and justice play a fundamental role.

For this, citizens and civil society organizations should have access to information and education, and the right to be consulted and to participate in the process of decision-making. An educated and well-informed population will try, for its part, to find and generate economic opportunities. Political leaders should select a legislative system that allows the concretion of such opportunities. Entrepreneurs, for their part, need clear property rights and a transparent legislative system, agile in its functions, to promote their business without being hindered by bureaucracy.

Nations must begin to understand that the quality of their governments is an important element for the competitiveness of a country and region. This is why the responsibility of the authorities, the transparency of political processes, and the fight against corruption at all levels should be top priority in all government programs.
